Bidders must take ‘whole building’ approach
Up to £500m of decarbonisation retrofit work is up for grabs in a new framework.
Procurement consultancy Prosper is seeking to establish a multi-supplier framework to provide energy efficiency retrofit measures for domestic and public buildings.
The tender is split into 10 regional lots across England and Wales and the authority is seeking to appoint up to eight principal contractors per lot.
Typical works include internal and external wall insulation, ground or air source heat pumps, photovoltaic systems and loft and cavity wall insulation.
The framework will compliment works supported through the Department for Business, Energy & Industrial Strategy Social Housing Decarbonisation Fund meaning contractors will need to be compliant with PAS 2035 installer accreditation requirements and hold Trustmark certification.
PAS 2035 is a specification for “whole building” retrofit, an approach which considers the requirements of the entire building.
Prosper chief executive Rod Brasington said that, after discussions with partners, the firm had chosen to also include cyclical investment works – for instance property rewires and the renewal of rainwater goods – in the framework, making it a “one stop shop” for buyers.
Head of procurement Tim Jennett said: “The Framework call-off will be either by further competition or by direct award, the scale of the framework means that the pricing exercise to complete as part of the tendering process is extensive, however, this should enable wider and more regular use of the direct award option.
“We are really excited about how this framework is going to positively contribute towards the drive for decarbonisation of our homes across the country”.
Firms have until 17 June to bid and Prosper anticipates that housing providers and local authorities will be able to use the framework from mid-July onwards, with contracts running for two years.
