A first glance, an outrageous flouting of Work at Height regs, but could this worker be a sportsman practicing a new urban sport?

This looks like a brazen safety blunder but we may be wrong. It could be an urban athlete partaking in the hip French sport of 'parkour' which roughly translates as 'moving in air from place to place.'

If we are wrong, many apologies to the man in the picture, who could be a 'traceur' preparing for what is known in the business as a cat leap or in French, a 'saut de bras'.
