In the 1991 recession, I joined the last London Underground major project team for the Jubilee line extension.

The term 鈥渄elivery partner鈥 was unknown to the civil engineers who led the project. They created the client team from scratch, having decided not to use external project managers because they considered them too expensive. Judging by your story about Crossrail (29 October, page 9), the wheel has turned full circle.
