The UK Government's Construction Pipeline – July 2014 – Summary
The Government's Construction Pipeline provides contractors, suppliers and investors with a long-term view of current and planned Government-led construction market activity. It comprises central Government construction data and other public sector national and regional data collected by Barbour ABI on behalf of central Government.
The current pipeline reflects 1,886 programmes and projects covering 16 sectors with a total value of £116 billion. The pipeline includes many key priority investment of the National Infrastructure Plan 2013 (NIP 2013) including HS2, Highways Agency roads projects and Nuclear Decommissioning projects.
By Sector
Transport (£66.2 billion*) and Energy (£14.8 billion) projects and programmes dominate the pipeline, with nearly 70% of the allocated value being attributable to these sectors. Transport is higher than Energy because most energy infrastructure in the UK is delivered by the private sector, not directly by Government. The NIP 2013 captures the full spend on these projects.
*The full value of HS2 is not included in this total. The value included in this pipeline for HS2 is the current provision in the 2013 Spending Review plus an allowance for rolling stock
The highest number of projects are in Defence, Justice and Police. These make up 70% of the pipeline by number, yet contribute to only 7% of total pipeline value.
By Region
Of the 15 regions included within the pipeline, the South East and South West have the highest volume of projects (687) – a third of the entire pipeline. Nearly 80% of the projects to be delivered in these regions relate to Defence, Justice and Police.
The greatest value (£57.8bn) relates to projects categorised to England (as a whole). This includes HS2 and Highways Agency road projects.
By Service Commencement
The pipeline is segmented by service commencement dates of the underlying projects. Service commencement is generally shortly after construction completion. 40% of the projects are stated as due to commence service before 2016 and 19% after 2016. 33% of projects in the pipeline currently have no specified service commencement date.
