12.50PM: QS advises ODA on selection of delivery partner to oversee 2012 building programme

Turner & Townsend is providing high-level technical advice to the Olympic Delivery Authority on its selection of a delivery partner.

The ODA has shortlisted four companies for the crucial role of the delivery partner, which will oversee the delivery of the building programme for the 2012 Games.

Of the four companies, three are consortia including QS firms such as Davis Langdon, Faithful + Gould and Gleeds. The final selection is to be announced in early September.

T&T is advising the ODA alongside Ernst & Young, which is providing commercial and financial advice, including tax, and Freshfields Bruckhaus Deringer, proving legal advice.

The ODA said this team reports directly to the ODA executive management board and its chief executive David Higgins. Higgins then reports to the ODA board.

The four shortlisted companies are:

  • G3, a consortium including Faithful+Gould, Gleeds, Amec, Balfour Beatty and Jacobs
  • Legacy, a consortium comprising Capita Symonds, Bovis Lend Lease and Kellog Brown & Root
  • CLM, a consortium comprising Mace, CH2M, Hill International and Laing O'Rourke
  • Bechtel
The ODA also revealed five criteria the delivery partner must meet:

  • Criterion 1: Approach to applying the key personnel鈥檚 expertise, experience and skills plus time commitment to ensure delivery of the programme of work in accordance with the ODA鈥檚 time-certain, quality and budget objectives.

  • Criterion 2: Demonstrated ability of the Delivery Partner to work in partnership with the ODA.
Written submission 14% weighting, Oral tender submission 7% weighting, Team Simulation Exercise 7% weighting

  • Criterion 3: Demonstrated ability to provide the ODA with suitable and effective management tools and systems.
Written submission 20% weighting, Oral tender submission 8% weighting, Team Simulation Exercise 0% weighting

  • Criterion 4: Appropriateness of the incentivisation and commercial and contractual arrangements.
Written submission 10% weighting, Oral tender submission 4% weighting, Team Simulation Exercise 0% weighting
  • Criterion 5: The Approvals and Contract Award Process
  • Criterion 5.1 The ODA is not legally obliged to award a contract to any of the bidders. However, if it does then the contract must be awarded to the bidder who has demonstrated through the evaluation process that they have submitted the most economically advantageous tender.
  • Criterion 5.2 Following completion of the tender evaluations, the outcome will be notified to and a recommendation submitted for approval to the various bodies and stakeholder organisations from whom approval is required prior to ODA awarding a contract. These bodies include the ODA鈥檚 executive management board, the ODA board, the GLA, DCMS and HM Treasury. It is anticipated that this approvals process will be completed in early September 2006.
The ODA said there were 15 key stages in the selection of the delivery partner:

  • Stage 1: Issue of OJEU contract notice: 2006/S33-036394 - 17 February 2006
  • Stage 2: Receipt of requests for additional information - 28 March 2006
  • Stage 3: Issue of descriptive document and pre-participation questionnaire PPQ to those responding to OJEU notice - 8 March 2006
  • Stage 4: Receipt of requests to participate - 25 April 2006
  • Stage 5: Evaluation of requests to participate and selection of shortlist against pre-determined objective criteria covering financial and economic standing and ability and technical capacity - 26 April - 18 May 2006
  • Stage 6: Debriefing of unsuccessful and successful participants - 1 - 13 June 2006
  • Stage 7: Invitation to participate issued to short list of four organisations namely, Bechtel, CLM, G3 and Legacy for London - 9 June 2006
  • Stage 8: Competitive Dialogue - 14 June - 7 July 2006
  • Stage 9: Invitations to tender (ITT) issued to the 4 shortlisted organisations - 7 - 12 July 2006
  • Stage 10: Team simulation exercise with each participant - 11 - 21 July 2006
  • Stage 11: Clarification meetings on ITT held with each participant - 17 July 2006
  • Stage 12: Tenders received - 27 July 2006
  • Stage 13: Oral presentations by each participant - 1/2 August 2006
  • Stage 14: Tender Clarification Meetings - 7 - 11 August 2006
  • Stage 15: Tender Evaluation - 28 July onwards (continuing)
