Safety blunder

Perhaps the guy at the bottom is trying to change one of the light bulbs? Thanks to Stuart Bond for taking this photograph of two Shanghai workers.

He says: "I guess the ladder was suspended from the lid of the bottle - makes you wonder how the next length will be attached!"
