Paul Pedley, chief executive of Redrow, said Locke had resigned to "do other things". He said: "I've known Greg for years and it was a case of giving him the opportunity to move on."
Pedley said Locke's departure had nothing to with his sharing responsibility for the southern region with Tutte, who joined the group in January and became a main board director in July.
"Our southern patch is very large, so it wasn't a problem," said Pedley. "The joint chairmanship worked very well."
