It sounds like your anonymous architect contributor's problem was chairmanship. If he was the chairman (he doesn't say who was), the solution was in his own hands - control the meeting.
This involves preparation. The agenda should be fixed before the meeting and "other business" transacted only with the chairman's permission. Such discipline is often achieved only after informal consultation before the meeting. Your contributor should try this before his next design team meeting and he might feel less inclined to jump out of the window (although the other members might wish he would).
PS: Why is he implicating the QS in the loss of floor area? We all know that QSs can walk on water, but surely this is one for the architect?
