To retain facades or not to retain? My answer is usually not! When buildings are special enough to save, then keep the whole thing. Facadism removes context and can limit creativity of new design.

Government focus on cost rather than on value... Government is the largest client, accounting for over 1/4 of total construction, & consequently its focus on cost leads to bad incentives & poor business models in the construction industry.

Amnesia about performance. The built environment is so important that every builder should be married to a lot of their performance in respect of quality, time, cost, client satisfaction. A sort of passport/licence that allows a client to compare outcomes and not just cost.
