Balfour Beatty Management and Davis Langdon are on the consortiums still in the running
Consultant Mouchel is out of the running for the programme partner role on the £16bn Crossrail project.
The firm has been dropped from the list of four names bidding for the £100m job.
Legacy 3, a joint venture between Parsons Brinckerhoff, Balfour Beatty Management and Davis Langdon; Transcend, a consortium of AECOM, CH2M Hill and Nichols Group; and Bechtel have made it through to the shortlist.
Bids are due in on 12 December and will be followed by a round of interviews. News of the successful team is expected in February.
Steve Rowsell, head of procurement at Crossrail, said: "The evaluation of tenders for stage one of the programme partner procurement exercise is complete and each of these three organisations brings considerable experience of undertaking complex transport projects.
"One of the keys to success in this part of the bidding process is chemistry between us, as a client, and our programme partner. We look forward to having an integrated team in place next year to deliver this world-class railway."
