Head of property turns on industry after National Audit Office accuses it of being a poor client
The BBC鈥檚 property chief said this week he was on a 鈥渉iding to nothing鈥� when working with the UK construction industry, in the wake of a stinging National Audit Office report on three of the broadcaster鈥檚 projects.
Chris Kane, head of BBC Workplace, responsible for the corporation鈥檚 property portfolio, launched his attack after the NAO criticised the BBC for failing to get value for money on the Broadcasting House refurbishment in London, the Pacific Quay project in Glasgow and MediaCityUK in Salford.
All three schemes were built by Bovis Lend Lease. Kane praised the contractor for working with it to improve the projects, but said the poor standard of firms in general was preventing it from being a better client.
He said: 鈥淥ur ambition is to build on our capabilities as an intelligent client. That is really difficult in the context of working with the British construction industry, which is fundamentally weighted against the end user. It鈥檚 very costly and expensive to do property projects here.鈥�
He went on to criticise firms for 鈥渨asting resources and duplicating effort鈥� and said 鈥渨e need to simplify our entire procurement process鈥�.
Kane said that, until the industry improved, very few firms other than Bovis would get a look in. The BBC has projects under way in Bristol and Cardiff, and one in west London that Kane says will offer 鈥渂igger opportunities than King鈥檚 Cross鈥�.
The NAO said the BBC had failed to outline the benefits of any of the projects at the outset or 鈥渄emonstrate value for money from the 拢2bn it has committed to the three projects鈥�.
Pointing to 拢172m of cost savings over the next two years, Kane said: 鈥淲e have already started addressing points raised in the report and we will respond to the chairman鈥檚 points at the end of March. We were literally revising the to-do list yesterday.鈥�
Broadcasting House is more than four years behind schedule and 拢55m over its 拢991m budget. The 拢188m Glasgow project was completed 拢62m over budget in 2007. MediaCity was built on time and 拢76m under budget.
