The government is failing to cut red-tape, bureaucracy and money

I despair at the government ever figuring out how to build anything (鈥溾��, 28 September, page 9). A 鈥渢echnical adviser role鈥� for 拢20m in fees? No matter how big the programme (and why hasn鈥檛 it been broken into smaller packages for each county and region?) there will be duplication of everything.

I was sure the idea was to cut unnecessary red-tape, bureaucracy and money.
